The Zoomer sits between a power chair and a mobility scooter. It is driven by a single joystick that mounts on either armrest, so it can be operated one-handed from whichever side suits the user, and it turns on its own axis when the joystick is pushed straight left or right. At 39.7 lbs with the battery installed it is light for its class, and the folding design breaks into two parts, the heaviest of which is 19 lbs.

Folding takes one pull of the release cable and no tools. Folded, the chair is 11.25 inches deep and rolls behind the user like a suitcase once the brake levers are moved to free wheeling. The rear wheel frame also detaches for tighter storage. Braking is electromagnetic: releasing the joystick or returning it to centre engages the brake automatically, with a stopping distance within 39.4 inches. Rear anti-tip wheels, flat-free solid tires and a padded seat with a breathable mesh back round out the chair, and an anti-theft lock disables the joystick until a code is entered on the control panel.

Journey states that the Zoomer is a personal electric vehicle, not a medical device, and that it has not been submitted to the Food and Drug Administration for review. It is not intended for individuals fully restricted to a seated position. Journey rates it for smooth indoor surfaces, sidewalks and paved areas, and does not recommend it for grass, loose gravel, steep slopes or wet conditions.
